Biography

Serhiy Verlanov Attorney-at-Law | Former Deputy Minister of Finance of Ukraine | Former Head of the State Tax Service of Ukraine Serhiy Verlanov is a Ukrainian lawyer and public finance expert with more than 20 years of experience in international law, taxation, public finance and government policy. He is currently an attorney practising Ukrainian law in Germany and is admitted as a member of the Hamm Bar Association. Earlier in his career, he spent 15 years in international legal practice and consulting, including with PwC and Sayenko Kharenko, advising on taxation, corporate and international matters. Serhiy served as Deputy Minister of Finance of Ukraine in 2018–2019 and as Head of the State Tax Service of Ukraine in 2019–2020. In 2026, he also served as an adviser to the Prime Minister of Ukraine, focusing on cooperation with the IMF and other international financial institutions, fiscal policy, budget revenues and economic reform. His professional experience includes negotiations and cooperation with the IMF, the European Union, the World Bank and the governments of the United States, the United Kingdom, Germany and Canada. Serhiy holds a PhD in Law and a Master’s degree in Law with honours from Ivan Franko National University of Lviv. His legal work has been recognised by The Legal 500 and Chambers Europe. He works in Ukrainian, English, German and Polish.
