Rachel Alpert
Biography
Rachel Alpert co-chairs Jenner & Block's National Security and Crisis Practice and Human Rights and Global Strategy Practices, guiding multinational companies and institutions through the complex landscape of US sanctions, export controls, national security regulations, and global human rights frameworks. Drawing on her experience as Chief Counsel at the US Treasury Department's Office of Foreign Assets Control (OFAC), Rachel helps clients understand not only what the law requires, but how policy is shaped and implemented across government. At OFAC, Rachel led the legal team advising on the development, implementation, enforcement, and removal of US sanctions, playing a central role in drafting Executive Orders, engaging with Congressional staff on sanctions matters, and coordinating extensively with the Departments of State, Commerce, and Justice, as well as the National Security Council and the White House. Rachel’s government experience also includes serving as an Attorney-Adviser at the US State Department under two presidential administrations and four Secretaries of State.
