Biography

Morena del Rio specializes in administrative and regulatory law, including public tenders and government procurement, administrative proceedings, contentious-administrative litigation, government claims, defense in sanctioning proceedings, regulatory advice and consumer protection. She has been actively involved in matters related to public works and infrastructure, including on transportation, sanitation, communications, broadcasting, postal services, energy and hydrocarbons. She has also played an active role in matters related to medicinal products, medical devices, contracts, regulations, and healthcare-related services and benefits. In the environmental field, her practice is focused on providing comprehensive legal advice in matters involving industrial site establishment, expansion of facilities, business reconversion, applications for and processing of authorizations or permits, and individual or collective environmental litigation. She teaches Administrative Law at the University of Palermo, the University of Buenos Aires, the Catholic University of Argentina and the University of San Andrés and has published academic articles and delivered seminars on these topics. Between 2003 and 2025, she was a partner at Allende & Brea, where she led the Administrative Law Department and served as co-head of the Life Sciences and ESG departments. Ms. Del Rio has been recognized as a leading professional in Administrative and Environmental Law by internationally renowned legal publications, including Chambers & Partners, Legal 500, Latin Lawyer and Best Lawyers.
