Biography
Oscar Samour is a partner and vice-president of the Board of Directors at Consortium Legal, a Central American regional law firm, where he also leads the Banking & Finance and M&A practices for the firm’s El Salvador office. Oscar has extensive international experience and is frequently sought after for his expertise leading multi-jurisdictional transactions. Throughout the years since he joined Consortium Legal over 20 years ago, Oscar has led some of the most complex transactions that have taken place in the Central American region, such as the acquisition of financial institutions and multinational companies and financial transactions, including advising the Republic of El Salvador in several issuances of sovereign debt in international capital markets.
Oscar has been recognized as Band 1 by a leading legal directory, Chambers and Partners, being the youngest lawyer in the country to achieve this distinction. He has also received similare recognitions from other prestigious legal publications like Legal 500, IFLR and Lexology.
In addition to his legal work, Oscar plays an active role in the business community. He is President of the British-Salvadoran Chamber of Commerce, where he works to foster bilateral trade and investment between the United Kingdom and El Salvador. He also serves on the Board of directors of ASOTALENT, a non-profit focused on strengthening corporate human capital in the region.
Oscar is a Fulbright Scholar and upon completion of his LL.M from Pepperdine University in Malibu, California in 2008, he worked as international associate at King & Spalding in Washington, DC. He holds a bachelor’s degree in law from Universidad Centroamericana José Simeon Cañas where he graduated with honors and a degree from Columbia University School of law in New York in Advanced Legal Studies.
