Rafael Lobo

Biography

Rafael Lobo Niembro is a lawyer and mediator. In 1999, he founded and directed the first municipal mediation center in Mexico, located in San Pedro Garza García, Nuevo León. He holds Registration No. 1 as the first mediator certified by the Superior Court of Justice of the State of Nuevo Leon. He was also the first Mexican to be certified as a mediator by the International Mediation Institute. In 2011, he was appointed as the World Bank’s mediator for Mexico and the Caribbean in internal affairs. In 2021, he joined the Global Panel of Mediators at the Ombudsman’s Office for United Nations Funds and Programs, which provides services to five UN agencies. Mr. Lobo has served as a consultant in several Mexican states for the implementation of labor reform in the area of conciliation. He is one of the creators of the CONOCER 1250 competency certification standard for labor conciliators. He is the founder and former ex president of ARCO, A.C. (Asociación para la Resolución de Conflictos), the first national organization for mediators in Mexico. Mr. Lobo has also been a professor of Alternative Dispute Resolution and Director of the Dispute Resolution Center at the University of Monterrey. He currently serves as Director of the Center for Alternative Dispute Resolution Mechanisms of the Federal Judiciary in Mexico.
