Biography

Roxana is one of the founding partners of Sirbu & Vornicu Law and Senior Lecturer at King´s College London, Center for Construction Law and Dispute Resolution. At King´s, Roxana focuses on construction law, digitalization in construction, and international arbitration disputes. She is one of the authors of a contractual protocol used in infrastructure projects utilizing BIM technology and also the Vice President of the BIMTECH Association in Romania. Roxana is nationally and internationally recognized for her skills in public procurement, construction law and EU law, combining academic excellence with legal practice for almost a decade. She has been a member of the Bucharest Bar since 2009 and specializes in procurement, construction and administrative law. She manages complex procurement and administrative litigation strategies and has comprehensive knowledge and in-depth understanding of EU public procurement law. In recent years she has been a lecturer at Oxford University Said Buisness School, teaching a course on international treaties impacting cross-border construction projects as well as a lecturer at the International Master in Construction Law at the University of Stuttgart. Roxana holds a Magna Cum Laudae doctorate in public procurement law achieved after a PhD program in Italy, the UK and France and is regularly invited as a speaker at universities and elite conferences in Europe. Roxana has published with some of the world's elite publishers, including Cambridge University Press and Oxford University Press on EU law, public procurement law, construction law and comparative administrative law.
