Elinore Richardson
Biography
Elinore Richardson joined the Canada Revenue Agency in her current position on January 4, 2021 after over forty years as a professional with some of Canada’s leading law firms. In her position, she works with headquarters officials on various projects and has interface with Finance, and Department of Justice on specific legislative initiatives and ongoing litigation and also with international collaborations in which Canada participates. She also advises audit teams on complex and technical files to facilitate assessments and re-assessments. And finally, she regularly provides internal learning sessions on a variety of subject matters to Compliance Branch Program colleagues. Born in Hamilton, Ontario, Elinore took her undergraduate degree on scholarship to McMaster University from which she graduated with honours in Social Sciences. She completed her JD at the University of Toronto Law School in 1970 and thereafter was admitted to the practice of law in the Province of Ontario. Elinore is a member of the Law Society of Ontario (from March of 1972); has been, since 1977, a member of the Barreau du Québec (currently registered but “a la retraite”); holds a Practicing Certificate as a Solicitor qualified in England and Wales, (admitted in 1990); and is admitted and qualified to practice as an attorney in the State of New York (admitted in1992). During her legal career Elinore was employed at or in partnership with Osler Hoskin & Harcourt in Toronto, Borden & Elliot as its first woman associate in Toronto, Stikeman Elliott in Montreal until 2001 and then Borden Ladner Gervais LLP, a newly merged national firm, to manage its international and, in due course, its national tax practice before her retirement from that firm in 2010. In 2011, Elinore accepted a position as an outside contract partner at Wolf Theiss from 2011 until 2013. Upon her return to Canada, Elinore provided consulting and project management services to both residents and nonresidents of Canada. Elinore also, served as a director on the Boards of certain Canadian-based corporations. Elinore has, during her professional career, served on both the Joint Committee on Taxation and the Minister of National Revenue’s Advisory Committee. She was also fortunate to be able to serve in leadership positions in international organisations, such as the International Bar Association in which she was one of the first two female members of Council of the Legal Practice Division. She also had the honour to be recognised as a Fellow of the American College of Tax Counsel.
