Biography

Massimiliano Kadar is the Head of Unit A.4 at the Directorate General for Competition of the European Commission (DG COMP), in charge of the European Competition Network (ECN) and private enforcement of Articles 101 and 102 TFEU. Massimiliano is responsible for the ongoing work on the Article 102 exclusionary Guidelines and the ECN-related aspects of the evaluation of Regulation 1/2003. Between 2011 and 2024, Massimiliano worked as manager and case handler on policy matters and investigations in a variety of sectors at DG COMP. Before then, he worked in private practice at Freshfields Bruckhaus Deringer LLP and Gianni Origoni Grippo Cappelli & Partners. He is since 2021 a visiting lecturer at Freie Universität Berlin and has been between 2014 and 2021 a visiting lecturer at King’s College London. Massimiliano has published several articles and book contributions on competition policy, with a particular emphasis on Article 102 and antitrust procedures.
