Konrad Marciniak
Biography
Konrad Marciniak Ph.D. serves currently as the Judge at the International Tribunal for the Law of the Sea (for the term 2023-2032). Prior to assuming that position, Dr. Marciniak had served as the Director of the Legal and Treaty Department at the Ministry of Foreign Affairs of the Republic of Poland (2019-2023), as well as Deputy Director (2014-2019) and senior expert for the law of the sea and international environmental law (2007-2014), at that Department. In these capacities, he represented the Government of Poland in particular in such formats as: the EU Working Party on International Law (COJUR), EU Working Party on the Law of the Sea (COMAR), Council of Europe’s Committee of Legal Advisers (CAHDI), SPLOS meetings, ICC Meetings of States Parties and Antarctic Treaty Consultative Meetings (ATCM). Throughout his career he was engaged in all phases of the negotiations of the 2023 United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (co called "BBNJ Agreement"), starting in 2007. In particular, he served as the Head of the Polish delegation as well as formed part of the EU negotiating team (responsible for marine genetic resources), as well as member of the Bureau of the Intergovernmental Conference (IGC). In 2014 he defended his Ph.D. thesis (devoted to the legal status of the marine genetic resources). He also lectured at a number of universities in Poland, as well as at the ITLOS (as part of the Nippon Programme). He also authored a number of articles on various aspects of the law of the sea, in particular those relating to the BBNJ process with a special focus on MGRs.
