Biography

My name is Juan Carlos Pérez Peña. I am an international tax lawyer working for mexican firm Pérez Góngora y Asociados and other organizations around the world. Before becoming an international tax advisor, I was one of the very few OECD officials in charge of designing and drafting the Pillar Two Rules that gave birth to the Global Minimum Tax. I worked with government officials around the world to agree these rules, a historic and unprecedent agreement that is revolutionizing the world of international taxation. Prior to my work at the OECD, I was Deputy General Director of International Tax Policy at the Ministry of Finance and Public Credit in Mexico where I worked for 10 years. During this time, I was responsible for the development of tax legislation in Mexico, part of the Mexican team in charge of negotiating tax treaties, among other work. I have a bachelors of laws degree by Facultad Libre de Derecho de Monterrey, a tax specialist degree on tax law (LLM equivalent) from Universidad Panamericana, and an LLM from Harvard Law School.
