Biography
Graduated in Law from the National Autonomous University of Mexico (UNAM) and Doctor of Research in Political Theory from the University of Turin, Italy. Full-time Researcher "B" of the Legal Research Institute of the UNAM. The National System of Researchers (SNI) recognizes him as a level 3 National Researcher. He was Electoral Councilor of the Federal Electoral Institute (IFE) from December 2011 to April 2014. He was Councilor President of the National Electoral Institute (INE) from April 2014 to April 2023. He has authored several publications on electoral, constitutional and political theory topics. Authored, co-authored or coordinated more than a dozen books, the most recent of which is Democracy is not to be touched [La democracia no se toca], co-authored with Ciro Murayama (Planeta, México 2023). Also worth mentioning is the La democracia no se construyó en un día [Democracy was not built in a day], book co-authored with Ernesto Núñez (Grijalbo, Mexico, 2021), and Derecho y Poder. Kelsen y Schmitt frente a frente [Law and Power. Kelsen and Schmitt face to face] (Fondo de Cultura Económica, México, 2009). He is currently a weekly contributor (video-column) to the digital media Latinus and a columnist for the newspaper El Universal, as well as a contributor to several specialized magazines. He has served on the editorial boards of several other newspapers. He is a professor of Constitutional Theory and Constitutional Law at the UNAM Law School. In 2010 the UNAM recognized him with the National University Award for Young Academics. He has hosted numerous television broadcast programs in both public and private channels. He has received the National Journalism Award from the Club of Journalists of Mexico on two occasions (2009 and 2011).
