This webinar will explore evidence of summary executions in war and assess why the same states responsible for summary executions still restrain themselves from formally imposing the death penalty. There are many recent reports from Russia/Ukraine, for example. Does the risk of summary executions at war increase the more that the death penalty recedes? Is there a flaw in the distinction between the two practices at a time of war?
