Biography

Dr. Pascal Dutru is an adviser with more than 25 years of international experience in the communications and digital technology sectors. Since April 2023, he has served as Adviser to the Minister for Communications and Information Technologies, where he leads initiatives related to the digital economy. Dr. Dutru’s career spans both Europe and the Middle East, where he has played a pivotal role in shaping regulatory environments to foster digital transformation and inclusion. After more than a decade contributing to the development and implementation of the European regulatory framework for electronic communications, he relocated to the Middle East in 2012. In Qatar, he was instrumental in establishing the Communications Regulatory Authority (CRA) — the country’s independent ICT and postal regulator. As a senior executive, Dr. Dutru oversaw strategy, policy, planning, and legal affairs, ensuring the CRA’s regulatory efforts enabled sector-wide innovation and digital advancement. Among his many achievements, Dr. Dutru was a driving force behind the creation of Qatar’s national Cloud Policy and the country’s strategic partnerships with major global cloud and AI service providers, contributing significantly to ambitious digital transformation projects. Dr. Dutru is an Attorney at Law (Paris) and holds a PhD in Law as well as an LLM in European Law from the College of Europe in Bruges. He is also a graduate of ESSEC Business School with a focus in Finance and Control. Widely respected for his thought leadership, Dr. Dutru frequently lectures on telecommunications law, e-commerce, and international law. He is a regular speaker at major international conferences, and serves as an officer of the International Bar Association (IBA).
