Biography
Leecia is a public policy, legal, and compliance expert with more than three decades of experience in government and private industry. She is a Partner at Ichor Strategies, a management consulting firm that helps its corporate, government, and non-profit clients succeed with mission-critical initiatives. Ichor is also the largest Black-owned professional services in the nation, with an on-the-ground presence in 70 U.S. cities and offices in New York, Chicago, Atlanta, and Buffalo. Before joining Ichor, Leecia was a senior executive at Verizon where she helped to drive deployment of 5G in the New York metropolitan area and oversaw public policy, government affairs, and philanthropic matters in New York, New Jersey, and Connecticut. Previously she served as Judiciary Counsel to then-Senator Joe Biden as well as Counsel and Homeland Security Advisor to then-Senator Hillary Rodham Clinton in the aftermath of the 9-11 attacks. She has also served as Deputy Secretary for Economic Development for New York State and advisor to Governor Andrew Cuomo, overseeing 11 state agencies and billions in public-private capital investment. Leecia has practiced law at Covington & Burling and at Hodgson Russ. She serves as Chair of the Board of Directors of Roswell Park Comprehensive Cancer Center, and on the boards of Central Hudson Gas & Electric Corporation, the Port Authority of New York and New Jersey, and Educational Housing Services.
