Biography

Carlos is a partner at Bello, Gallardo, Bonequi y García, S.C., where he leads the Telecommunications, Media, and Technology (TMT) practice. With over two decades of experience, Carlos specializes in telecommunications, technology, space law, broadcasting, public procurement, government contracts and international negotiations. He holds a law degree from Universidad Iberoamericana (Mexico City), a Master’s in Telecommunications Law from Universidad Pontificia de Comillas de Madrid, and an Executive MBA from IPADE Business School. Carlos is recognized as a regulatory expert for the International Telecommunication Union and has held academic positions at leading Mexican universities, including Universidad Anáhuac and Universidad Iberoamericana. He is a recognized thought leader, frequently participating as a speaker and moderator at national and international conferences. His professional excellence has been acknowledged by Chambers and Partners, The Legal 500, Best Lawyers, and Who’s Who Legal, among others. Carlos is fluent in Spanish and English and is actively involved in advisory boards and professional associations related to telecommunications and digital transformation. He is also committed to pro bono work, serving as a member of the Pro Bono committee at he firm, as an Advisory Board of the Estandares Pro Bono Mexico and as a former member of the Centro Mexicano Pro Bono board. He is happily married with two kids.
