Biography

Tom McGowan is a US licensed attorney with over 45 years of Asia based experience. He worked in Korea for five years (1977 - 1982) before joining Russin & Vecchi, Taipei, as a foreign legal consultant in 1982. Tom's practice focus is the financial services sector representing major multinational commercial and investment banks, asset managers and private equity investors. Tom has been actively involved in Taiwan asset management and fund distribution matters in Taiwan throughout his career and is a regular speaker at mutual fund conferences. Tom was born in Minnesota, was admitted to the District of Columbia bar in 1975; is a graduate of the University of Notre Dame (B.B.A., 1972) and Georgetown University Law Center (J.D., 1975) and is a past Governor and Chairman of the American Chamber of Commerce in Taipei and a past Director of the U.S. Taiwan Business Council.
