Shannon Raj Singh
Biography
Shannon Raj Singh is an expert on the intersection of digital technology and mass violence, and is Co-Chair of the War Crimes Committee of the International Bar Association. Until November 2022, Shannon was Human Rights Counsel at Twitter, where she advised on critical risks related to the use of social media in conflicts such as Ethiopia, Afghanistan, and Ukraine. Today, she is the Principal and Founder of Athena Tech & Atrocities Advisory, where she advises governments, international organizations, and civil society groups on the digital dynamics of armed conflict, and opportunities to leverage technology to support civilian protection. Shannon’s background is international criminal and humanitarian law, and she was previously a legal advisor at the Special Tribunal for Lebanon in The Hague. She also serves as a Special Advisor on Social Media & Conflict to the Centre for Humanitarian Dialogue, a Geneva-based organization supporting peace negotiations around the world, and is working with the United States Holocaust Memorial Museum’s Simon-Skjodt Center for the Prevention of Genocide to explore how social media can support efforts to avert mass violence.
