Biography
Jason is a principal in the International Tax and Transaction Services practice based in Ernst & Young LLP’s National Tax Department in Washington, DC. Prior to joining the EY organization, Jason was the Associate International Tax Counsel for the Treasury Department’s Office of Tax Policy. During his Treasury tenure, he participated in many significant international tax developments, including the original Organization for Economic Co-operation and Development (OECD) Base Erosion and Profit Shifting project, and the development of the Tax Cuts and Jobs Act of 2017 (TCJA) and the Inflation Reduction Act of 2022. In addition, Jason was the Treasury Department’s lead delegate to the OECD’s Working Party 11 and led the Treasury’s technical negotiations on the Pillar Two model rules and commentary. Jason also led the development of numerous TCJA-related regulations, including several rounds of guidance with respect to foreign tax credits, as well as guidance relating to global intangible low-taxed income, foreign-derived intangible income and anti-hybrid rules.
