Fintech: a new global guide to financial innovation

Dirk Bliesener acts on regulatory and strategic matters for financial institutions, investors and governments. He advised on both German bad bank transactions and is frequently involved in M&A in the financial sector in Europe and regulatory proceedings before German and EU regulatory authorities. Dirk also represents banks, corporates, investors and public authorities on a wide range of debt capital markets transactions. He is a frequent speaker in international and German policy discussions. Dirk Bliesener served as managing partner of Hengeler Mueller from 2014 to 2018. Dirk is admitted to the German and New York bars and holds degrees from Hamburg University, Yale Law School, Université de Paris Panthéon-Sorbonne and Sciences Po (IEP) de Paris.

Carlos Melhem joined Allende & Brea in 1994 while still a law student. After receiving his degree in 1995 from the Buenos Aires University, he joined the firm as a member of our Banking Law Department. In 2000, he obtained his LL.M. in Banking and Capital Markets Law from the University of Illinois College of Law. He worked at the New York office of Clifford Chance in 2000 and 2001 as a foreign associate in the Cross-Border Financing and Mergers & Acquisitions Department, where he took part in various financing transactions and buy-outs in Latin America. Back in Allende & Brea, he specialized in Banking, Commercial, and Fintech Law. He was made a partner of the firm in December 2003. He is an expert in commercial and banking law and has advised local and international companies and banks on structured financing, commercial lending, and other collateral structures. He also regularly advises clients on derivative transactions, foreign-exchange regulations and regulatory issues involving the Argentine Central Bank. He has extensive experience in the Argentine payment system and in the credit and debit card industry. Recently, he has been involved in many Fintech projects related to online lending, e-payment, crowdfunding, financial scoring, information technology, and open banking. He is a former President of the Committee of Banking Lawyers of Argentina and currently is the Treasurer of the Banking Committee of the IBA. He has participated in the foundation of the Argentine Fintech Chamber. He is a professor of Fintechs and National Payment System in the Postgraduate specialization in Banking Law at the Buenos Aires University.
