The International Bar Association and JuraLaw International™ Co-Publish Law, Ethics, and Armed Conflict: An International Law Reader
Volume features contributions from members of the IBA Human Rights Law Committee
1 October 2026 – On the eightieth anniversary of the Nuremberg Tribunal’s judgment of 1 October 1946, the International Bar Association and JuraLaw International™ are proud to announce the co-publication of Law, Ethics, and Armed Conflict: An International Law Reader, to which members of the IBA Human Rights Law Committee have contributed. The Nuremberg judgment marks one of the most significant moments in the history of international humanitarian law and international criminal law, and this volume is a fitting way to commemorate it. The book examines contemporary challenges to the application of international law in conflicts around the world, including those in Afghanistan, Gaza and the West Bank, Ukraine, Iraq, Syria, Sudan, and Iran.
Law, Ethics, and Armed Conflict arrives as more than 130 armed conflicts are under way across the globe. In many theatres of war, parties to conflict deliberately target civilians with growing frequency. This volume brings together leading voices in international law – practitioners, scholars, military lawyers who advise commanders on the battlefield, and humanitarian professionals – who share a commitment to protecting civilians in armed conflict.
Across eleven chapters, the contributors confront the most pressing legal and ethical questions of contemporary warfare. They examine states’ ongoing duty to prevent genocide in conflict and post-conflict settings, the procedures for trials in absentia, and the forcible transfer of children during armed conflict. They probe accountability for the crime of aggression, the emerging legal framework for grey-zone and hybrid warfare, and the influence of social media on wartime diplomacy. They weigh the interplay between customary international law and US constitutional law, the proportionality rule at the heart of the law of targeting, and the role of universal jurisdiction in strengthening international justice and accountability. The volume closes with a meditation on human dignity as the guiding principle of international humanitarian and operational law.
The contributors share a conviction that international humanitarian law retains its power to mitigate human suffering; what has too often eroded is the will to apply it. This volume invites readers to understand that framework more deeply and to defend it more resolutely.
Edited by Frank G. Lumpkin IV, the volume features contributions from John M. Balouziyeh, Douglas K. Bryson, Federica D’Alessandra, Professor Darío Dangón Moisés, Dr Olufemi Elias, Dr Mark Ellis, Lieutenant Colonel John D. Ford, Baroness Helena Kennedy, Shirley Magniez-Pouget, M. Braxton Marcela, Sarah McIntosh, Naomi Prodeau, Ambassador Stephen Rapp, Eleonora Scala, Sara Segneri, and Marissa Kardon Weber.
Dr Olufemi Elias, Member of the United Nations International Law Commission and of the Institut de Droit international, and Judge ad hoc of the International Court of Justice, praised the book: 'This timely volume examines how law can respond to contemporary threats and shape a just, durable post-conflict order. Its particular strength lies in the attention it gives to law’s practical role in strengthening institutions of peace. Addressing the challenges of conflict’s aftermath, it yields valuable insights for scholars and practitioners alike, while making a broader case for law – not war – as the foundation of international relations.'
