SUMMARY:Centering victims in multilateral conventions on atrocity crimes
DESCRIPTION:The advancement of new major multilateral instruments aimed a
 t the investigation and prosecution of atrocity crimes represents a pivo
 tal moment for the international criminal justice community. But to what
  extent are victims central to these negotiations? Are victims' rights a
 nd needs being adequately considered and reflected? Will these new treat
 ies result in new or improved outcomes for victims? \n\nIn May 2023\, th
 e Ljubljana– The Hague convention on international cooperation in the in
 vestigation and prosecution of the crime of genocide\, crimes against hu
 manity and war crimes was adopted by consensus in Slovenia – a key advan
 cement for closing gaps relating to international cooperation around mut
 ual legal assistance and extradition. Separately\, the draft convention 
 on the prevention and punishment of crimes against humanity is finally t
 he subject of substantive discussion and consideration\, offering enormo
 us potential to rectify a long-standing gap in the codification of and a
 ccountability for crimes against humanity.\n\nIn examining these instrum
 ents\, this panel looks at the inclusivity of the processes of treaty de
 velopment and advancement\, as well as the substantive provisions relati
 ng to victims’ roles\, rights\, and ability to shape accountability effo
 rts going forward.\n\n
